In a 5–4 vote on Monday, June 9th, the Thomaston Board of Education approved a one-year contract extension for Superintendent Francine Coss, continuing the district’s practice of maintaining a rolling contract with no more than three years remaining — the maximum allowed under Connecticut law.
The vote mirrored last year’s close margin but revealed subtle shifts in support. Voting in favor of the extension were members Roxy Fainer, Matthew VanOrmer, Steven Carr, Anthony Kepler, and Frank Treglia. Opposed to the contract extension were Tanya Galpin, Beth Campbell, Sarah Ethier, and Nathan Vieira. The vote broke largely along party lines. All five votes in favor of the extension came from Republican members, while three of the four opposing votes came from Democrats, with Republican Nathan Viera also voting against.
In June 2024, the board also voted 5–4 to extend Coss’s contract, though the alignment differed. At that time, Galpin supported the extension, while Kepler opposed it. This year, those positions flipped.
The extension follows the board’s annual evaluation of Superintendent Coss, in which she received a performance rating of 3.81 out of 4 for the 2024–2025 school year.
Coss has served in the role since 2013.
