Public Hearing Set for Conservation and Development Plan

Every decade, towns in Connecticut are required by state law to step back and create a roadmap for the future. That document, known as the Plan of Conservation and Development (POCD), sets broad goals for how our community should grow and invest in the public’s needs over the next ten years.

In Thomaston, the Planning and Zoning Commission appointed a steering committee of town staff, professionals, and residents to guide the work. Over the past year, the group sought community input through surveys, interviews, public meetings, and a Youth Summit at Thomaston High School that involved nearly 60 students. The aim was to make sure the plan reflects the priorities of the people who live and work here.

The draft plan emphasizes six priorities for the coming decade: maintaining and modernizing roads, sidewalks, parks, and utilities; supporting recreation, senior services, and public safety; strengthening downtown to make Thomaston more attractive for visitors and residents; helping local businesses thrive while attracting new ones; improving safety and connections for cars, pedestrians, cyclists, and transit; and expanding housing options so residents can afford to stay in town at every stage of life.

The Planning and Zoning Commission will hold a public hearing on Wednesday, September 10, 2025, at 7:00 p.m. in Meeting Room #1 at Town Hall. Residents are invited to share comments in person or submit written testimony. Copies of the draft plan are available for review at the Land Use Office in Town Hall during business hours, and the full document can also be viewed online.
