A special town meeting will be held Wednesday, February 11, 2026, at 7:00 p.m. in the Lena Morton Art Gallery in Town Hall to consider several items, including a major capital appropriation related to Thomaston’s wastewater treatment facility and multiple proposed ordinances.
The largest item on the agenda is a proposed $5,410,000 appropriation for improvements, repairs, and upgrades to the Town’s wastewater treatment facility, to be financed by issuing new town debt. The proposal follows a study approved by voters at an October 2024 town meeting, authorizing an analysis to understand how much wastewater the system can handle and whether upgrades might be needed.
In April 2025, the Water Pollution Control Authority (WPCA) adopted a moratorium on new sewer connections and increases in permitted flow, citing recommendations from the State of Connecticut to complete additional flow and capacity analysis. The moratorium has since been extended through April 15, 2026. Findings from that work led to the current proposal for improvements and upgrades.
Additional items on the agenda include:
- An appropriation of $170,500 to pay for engineering work related to the Elm Street improvement project.
- Proposed amendments to the Planning and Zoning Fee Schedule and the Inland Wetlands and Watercourses Fee Schedule.
- A proposed Solid Waste Ordinance.
- A proposed ordinance creating a tax exemption for certain disabled veterans and their surviving spouses.
- A proposed ordinance authorizing the Economic Development Commission to elect a vice-chairperson.
- Approval of the Town’s recycling contract.
